Uličiansky was born in 1955 in Bratislava. He studied drama production and directing puppet plays at DAMU in Prague. For seven years, he had worked in a puppet theatre.
He was the chief producer of the Department of Children's and YA Plays of the Radio in Bratislava. Uličiansky also taught at the College of Fine Arts in Bratislava. He was the president of the IBBY section. He lives in Bratislava.
